Police have issued a public safety warning following the release of a high-profile sex offender who abducted a child in Sparwood, B.C., in 2011.
Randall Peter Hopley, 60, is now living in Vancouver under a series of court-imposed conditions after being released from prison on a recalculated statutory release.
The Vancouver Police Department says Hopley poses a high risk to reoffend and a high risk of breaching his release conditions.
The department’s high-risk offender unit is reportedly working with the Correctional Service of Canada to monitor his whereabouts in the community.
Hopley has a criminal history that includes sexual offences against children and convictions for property-related crimes.
He was sentenced to six years in prison in 2011 after abducting a three-year-old boy from a home in Sparwood.
The child was returned home safely four days later.
Police say Hopley, has been freed on statutory release after serving two-thirds of his sentence
Hopley is subject to several conditions, including:

Not being in, near, or around places where children under the age of 16 are likely to be present, such as parks, schools, playgrounds and recreation centres.

Not being in the presence of any child under 16.

No contact, direct or indirect, with his victims or their family members.

A daily curfew from 6 p.m. to 7 a.m.

A prohibition on possessing or accessing pornography or sexually explicit material in any form.

A ban on owning or using devices that allow unsupervised access to the internet.

Residing at a community-based residential facility approved by the Correctional Service of Canada.
Police say there are “compelling reasons” to warn the public and are asking anyone who sees Hopley breaching any of his conditions to call 911 immediately.
